Assistive technology capacity assessment in Ireland
This report presents the findings of Ireland’s assistive technology (AT) capacity assessment. Using the WHO Global Cooperation on Assistive Technology 5P framework (people, policy, products, provision and personnel), the assessment evaluates Ireland’s strengths and challenges in delivering equitable access to AT. The report highlights strong advocacy networks, innovative pilot programmes and a committed workforce, while identifying gaps in coordination, data, funding and service continuity. Cross-cutting themes such as equity, sustainability, digital innovation and workforce development are explored in depth. Forty-five specific recommended actions are provided, with a detailed proposal for a national AT programme, recommending a unified strategy, central coordination, regional hubs and a national assistive product list. The recommended actions aim to ensure person-centred, life course-oriented access to AT, aligned with Ireland’s commitments under the United Nations Convention on the Rights of Persons with Disabilities and the Sustainable Development Goals. This report provides a roadmap for building a more inclusive, efficient and sustainable AT system for all who need it.
